英国Chevening 志奋领奖学金

My application for the Oxford MLF arises from a real need. Currently, as assistant general manager at the Legal Department of PICC (the People’s Insurance Company of China), a giant in China and Asia, I have been identified as a candidate for Chevening Scholarships Programme. Sponsored by British Foreign and Commonwealth Office, Chevening supports potential leaders in China’s major industries, who can promote two countries’ financial and legal cooperation. While feeling tremendously indebted to the goodwill of Britain and the British people, I am determined use your MLF to enhance my knowledge and skills that can empower me to perform the mission as required by the Scholarships.

I consider myself well qualified for your MLF. The qualifications first include my first Bachelor’s degree in English Language and Literature., which equipped me with good English proficiency and vast knowledge about the UK in terms of its history, political and legal traditions, culture, etc. Then there is my second Bachelor’s degree in law at China XXX University, in which I focused on diplomacy, international law, international trade law, and international relations.

After graduation, in 20XX, I first worked at the Legal Division of XXX (China) Ltd. and Beijing XXX Law Office. There, I received intensive training in practical legal matters and performed responsibilities of investigations, translating documents, preparing and reviewing contracts. Some of the cases involved overseas clients. In dealing with a dispute over merchandise purchasing and selling, as both parties wished to apply English sales law, I retrieved related cases through Westlaw and LexisNexis and consulted Commercial Law by Roy Goode and the dispute was resolved with our proposal.

I joined Legal Department of PICC in 20XX. Over the past 7 years, I have experienced the great changes in Chinese corporate governance and financial sector supervision, as I have participated in developing insurance laws and regulations initiated by government departments. I have also been involved in handling a large number of compensation cases and the due diligence work during our company’s overseas listing. In 20XX, I handled a XXX case with XXX as the insurer and the XXX as the carrier of the goods. I gathered the freight contract, B/L, invoice, chartering contract, etc. and coordinated overseas investigations through Vericlaim, our overseas agent, and the American lawyer. Finally, the carrier agreed to compensate our client, who gave up its compensation claim on PICC. In this way, a major cargo insurance case with a claim amounting to RMB 84.7 million was successfully settled.

As a leader in automobiles insurance, PICC has actively been involved in proposing provisions for formulating China’s “Motor Vehicle Accident Liability Compulsory Insurance Regulation”. From 20XX to 20XX, by doing survey studies together with the local insurance associations, peer companies, judicial establishments and medical institutions, I made useful contribution to the final promulgation of the “Regulation”.

Since 20XX, I have been following New York Attorney General Eliot Spitzer’s investigation into trade manipulation and financial fraud of the AIG (one of PICC’s strategic investors)., and the investigation and criminal lawsuit against senior executives of the AIG Financial Products Corp. by the British Serious Fraud Office. On a day-to-day basis, I study lawsuits involving financial insurance institutions. I have presented myself in court on behalf of PICC to handle arbitration and litigation. In the due course, I have grown much interested in corporate governance and financial regulations.

In recent years, cooperation between PICC and UK’s Lloyd’s has soared, as evidenced in two high-level meetings I arranged between PICC’s CEO and Lloyd’s chairman Lord Peter Levene. As a senior staff of an overseas listed company, I expect to promote those collaborations by performing increasingly important responsibilities in the field of law. I do have a law degree but I need to receive world-class trainings in all the core courses in your MSc which are closely perfectly to the growing and changing demands of my profession. Only in this way can I continue to thrive in a world-class corporation where I can better serve its collaborations with all its international counterparts in this globalized world.
