1. Describe the capacity in which you knew the applicant

I made my acquaintance with the applicant, Mr. XXX, in 20XX in my capacity as General Secretary of the Insurance Association of China (IAC). As general secretary, I have been responsible for leading and managing IAC on a daily basis. In particular, I supervise the work of such departments as Personal Insurance Department, Training and Authentication Department, Insurance Intermediaries Department, along with international exchanges. As assistant director of the Training and Authentication Department, Mr. XXX remains directly accountable to me. As his immediate superior, I know Mr. XXX extremely well both as a person and as an employee.

2. Is the applicant still with your organisation? YES/NO If not, when did he/she leave?

The applicant is still with our organization. He has been working here for more than 5 years and is well established as deputy director of the Training and Authentication Department. He has been making important contributions to the growth of our organization and is expected to take on increasingly important leadership responsibilities. .

3. Please detail any personal circumstances which might affect the applicant's performance on an intensive and demanding programme.

I do not think there are any such personal circumstances that might prevent him from achieving outstanding performance, however challenging the situation might be. As assistant director of the Training and Authentication Department, Mr. XXX has always been working under immense stress because he has so many important responsibilities to perform. However, while doing a wonderful job here at IAC, he has been going on part-time Master’s programmes, obtaining a Master’s degree in Economics by studying at Central University of China from 20XX to 20XX. Last year, he started his MBA studies at China Renmin University. Those show his strong power of self-discipline and self-management, to seek additional development by making extra efforts. It can be inferred that he will completely succeed in an intensive and demanding programme in the UK.

4. Describe the applicant's strengths and weaknesses.

Having worked in the insurance industry himself and having received a Master’s degree in finance with a concentration on insurance, the applicant has both in-depth practical experience and sound theoretical knowledge about insurance. Those two conditions have made it possible for him to perform his responsibilities with satisfactory results. Each year, Mr. XXX succeeds in planning and initiating more than a dozen training programs. With his insights, he can identify those most important areas to carry out training and to effectively raise the professional level of those engaged in the insurance profession. It is no exaggeration to say that he has been making some of the most vital contributions to the insurance industry in China.

Mr. XXX has excellent ability to understand how to contribute to the accomplishment of IAC’s overall objectives. He can understand well the assignments that the top management of IAC distributes to him and his department and take effective steps to implement them. He is adept at communication and coordination, developing a highly productive team in his department. Under his leadership, every team member is highly motivated. One of salient characteristic of his leadership is his forward-looking strategic thinking. This has required him to think from the perspective of the entire insurance industry of the country to formulate and implement feasible training programmes that can prepare trainees for changing challenges. Mr. XXX is also very innovative, applying new concepts and technologies to promote training. As early as 4 years ago, he proposed to use Internet technology to develop a long-distance training platform so as to make high-quality training accessible to the largest number of people.

Being energetic and capable of effective organization and coordination, Mr. XXX has demonstrated impressive abilities to implement projects independently. For instance, in March last year, with the support of only ten assistants, Mr. XXX succeeded in organizing two major training programmes on financial accounting in Nanjing, in which a total of 778 people participated. It involved huge amounts of organization and coordinated, but he made those programme highly successful. In addition, over the years, he has been giving increasing emphasis on international cooperation in delivering training and authentication progreammes. His present-application for studying in the UK is not only out of his personal need of career development but also, more importantly, out of the organizational development of IAC itself, which needs promising young man like Mr. XXX to join the top management in the future.

The weaknesses in Mr. XXX are relatively minor. He might sometimes overlook some details and under considerable work stress he might become impatient or impetuous, and even unable to consider things comprehensively enough. On the other hand, he needs to strengthen his knowledge about European and British insurance industry because an important part of his responsibility is to initiate training and authentication programmes in collaboration with European and British insurance corporations and institutes. This will certainly facilitate our communication and exchanges with certain British insurance institutes or organizations. That is another important reason why he should go to study in the UK to make up for his deficiencies in order to do a better job in the future.

5. Please comment on any task, project or other situation in which the applicant has been involved which may demonstrate his or her potential as a manager or responsible team member.

“The Plan of Training Programmes of IAC” is a comprehensive plan of the professional qualification authentication and continued education of all the practitioners in China’s insurance industry, which covers IAC’s strategies over the next 3 to 5 years. The development of this document has always been of paramount importance to IAC and Mr. XXX has proved his superb competence in executing this duty.

In developing the plan, Mr. XXX showed strong planning ability and strategic thinking. Within a very short time, he grasped the objectives and requirements of the plan and came up with a well-structured outline and corresponding schedule. After the outline was approved, he very efficiently set up a working group of authors consisting of specialists and consulting scholars and made proper division of labor among them in accordance with each person’s area of specialization and strength so that each author can produce the best content for the plan. So far, the project is making smooth progress and the successful completion of the project will have significant and long-term impact on producing qualified insurance personnel and Mr. XXX is indisputably a very productive project manager.

6. Please comment on the rankings you have given and on any other factors which you believe should be drawn to the attention of the British Embassy Selection Committee in assessing the suitability of this candidate for the British Chevening Scholarships Programme for China.

I believe that if Chevening Scholarships Prgramme seeks to develop future young leaders, Mr. XXX is exactly the right candidate whom I would like to recommend most enthusiastically. He has displayed impressive leadership potential which is rare for such a young man like him. He has all the outstanding qualities for a potential leader—aspiration, intelligence, integrity, passion, strong learning abilities, endurance, interpersonal communication, coordination, teamwork, and the ability to motivate group members. He is the most promising young man in our organization who enjoys important career development. Of course, he still needs to learn new knowledge and to work hard. In conclusion, I consider Mr. XXX perfectly meets the requirements for being a Chevening scholar and will work for the ideals of Chevening Scholarships Programme; for this reason, I fully support his application.
